Energiekrise 2022/2023

WASHINGTON, April 17 (Reuters) - The Group of Seven (G7) coalition will keep a $60 per barrel price cap on seaborne Russian oil, a coalition official said, despite rising global crude prices and calls by some countries for a lower price cap to restrict Moscow's revenues.

The G7 and Australia made the decision to maintain the cap over the past few weeks after a review of the $60 price - set in December with an aim to reduce Moscow's ability to finance its war in Ukraine, the official said on condition of anonymity.

MOSCOW, April 17 (Reuters) - India and China have snapped up the vast majority of Russian oil so far in April at prices above the Western price cap of $60 per barrel, according to traders and Reuters calculations.

    Zitat

The latest data from Refinitiv Eikon suggest Russian Urals oil cargoes that loaded in the first half of April are mostly heading to India's and China's ports.

India accounts for more than 70% of the seaborne supplies of the grade so far this month and China for about 20%, Reuters calculations show.

Meanwhile, lower freight rates and smaller discounts for Urals against global benchmarks nudged the daily price of the grade back above the cap earlier in April from a period of trading below.

[...] emphasising the bloc now has greater scope to cut imports of Russian liquefied natural gas.

    Denn bisher:

    Zitat

In contrast with oil and petroleum products, Russian gas — which provided almost 40 per cent of the EU’s supply before the Ukraine war — is not subject to sanctions. As a result, the EU’s record imports of Russian LNG to date have funnelled billions of dollars to the Kremlin through taxes on Russian gas companies.

Simson has urged EU companies to stop buying Russian LNG. The bloc’s energy ministers also agreed in March to allow member states to temporarily curb gas imports from both Russia and Belarus — an accord that still needs to be negotiated with the EU parliament.

    Zweifel werden angemeldet:

    Zitat

However, any moves to curb or ban Russian LNG could impede efforts to fill storage for next winter. Globally, new LNG supplies show little prospect of coming through until mid-decade when several large projects come online.

    Zitat

Analysts also emphasise the impact of Chinese economic growth on LNG demand. They add that the extent of the country’s recovery following the lifting of Covid restrictions remains unknown.

    Vielleicht dann demnächst per Preisdeckelung:

    Zitat

A senior EU diplomat added that a price cap on Russian LNG — echoing measures already in place against oil exports — has not been excluded but it was not yet “a mainstream discussion”.

    Zitat

Gas prices indicate the challenge that traders believe Europe still faces in securing enough supplies, even though spot prices have fallen sharply from last August’s record levels. The price for the European benchmark TTF contract, for delivery in the fourth quarter of this year, has risen by close to 20 per cent in the past month to €55/MWh [megawatt-hours]. In pre-pandemic 2019, TTF prices averaged €14.6.

“Stopping Russian LNG imports could result in various outcomes for the global gas market, including a retaliation from Putin,” said Corbeau.

She estimates that, if current flows continue, the EU will import 40bcm of natural gas from Russia for this year, with 20bcm from pipelines and 20bcm from LNG. She added that “someone has to explain to me” how the bloc would make up the shortfall if it gave up all such supplies.

    Zitat

Europe’s oil refiners, already making do without longstanding shipments of Russian crude, are now struggling with the loss of similar supplies from northern Iraq and a shock reduction in output by several of the world’s top producer nations.

Flows from Russia — formerly the European Union’s top supplier — have plummeted by more than a million barrels a day since the country’s invasion of Ukraine in February of last year, amid ever-tightening sanctions.

Those reductions are now starting to bite harder because Iraq has halted shipments that reach Europe via a Turkish port in the Mediterranean Sea. In addition, OPEC+ producers including Russia have announced supply curbs starting next month that will cut output by about 1.6 million barrels a day by July.

Irakisches Öl war wohl ein guter Ersatz:

    Zitat

For Europe, the loss comes at an unfortunate time. The Russian and Iraqi grades are of similar density and sulfur quality, and refiners in Asia — notably China — are ramping up demand of this so-called medium-sour oil that forms their staple diet.

    Zitat

But now there’s a further wrinkle from the Middle East. Since last month, about 450,000 barrels a day of crude supplies from Iraq’s Kurdish region have been halted amid a payments dispute. In March, at least 169,000 daily barrels of this oil — shipped via Turkey’s port of Ceyhan — went to EU nations, tanker-tracking data show.

    Zitat

State-controlled group still uses Russian oil piped through Druzhba network not covered by sanctions

    Zitat

However, he said his company was still using Russian oil piped through the Druzhba network for the group’s Czech refinery in Litvínov, which has not been covered so far by sanctions even as the government in Warsaw pushes for tougher EU sanctions against Moscow.

“The complete replacement of Russian oil requires an improvement in the logistics of oil supplies, which we are working on with the Czech government,” he said in an interview with the Financial Times.

Despite Poland’s initial pledge to stop imports of Russian oil by the end of last year, Orlen also continued to import Russian oil into its domestic market until February.

    Zitat

Asked whether he was concerned about countries such as Germany getting access to re-exported Russian crude oil via recent supply deals with Kazakhstan, Obajtek said “the German side should better rethink the morality of what they are doing”.

    Zitat

Orlen dominates the market in Poland and also has refining operations in Lithuania, but Obajtek said that he saw the potential to expand abroad, notably in Germany.

"We are very interested in the German market, particularly since we know it. We have already 600 stations there and we do not intend to stop there, but we can also offer a kind of diversification alternative for the German refinery sector."

    Schließlich:

    Zitat

While Orlen has itself struggled to wean itself off Russia, Obajtek said that Russian oil companies were still “flooding Europe with petrochemical products” and other oil derivatives despite EU sanctions designed to reduce Russia’s ability to finance its war in Ukraine.

He listed several loopholes that had allowed Russia’s oil sector to continue to earn “decent money” from the EU, without offering concrete evidence of sanction violations.

“To sum up, I think that sanctions should be more severe. It shouldn’t be just a gimmick to improve Europe’s media image,” Obajtek said.

Josep Borrell, the EU’s high representative for foreign policy, told the Financial Times that Brussels was aware that Indian refiners were buying large volumes of Russian crude oil before processing it into fuels for sale in Europe, saying for the first time the EU should act to stop it.

“If diesel or gasoline is entering Europe . . . coming from India and being produced with Russian oil, that is certainly a circumvention of sanctions and member states have to take measures,” Borrell said.

    Zitat

NEW DELHI: External affairs minister S Jaishankar has responded to EU foreign policy chief Josep Borrell's call for action against Indian refined products from Russian crude. Jaishankar on Tuesday advised Borrell to refer to EU Council regulations, specifically Regulation 833/2014, which recognizes that Russian crude undergoes substantial transformation in a third country and is no longer treated as Russian.

    https://finance.ec.europa.eu/s…russia-oil-imports_en.pdf

Okay, Borrell will eigentlich eine Verschärfung?

MADRID, May 16 (Reuters) - European Union countries will agree sooner rather than later to ban import of liquefied natural gas (LNG) from Russia, Spain Energy Minister Teresa Ribera told Reuters on Tuesday.

"This will be coming sooner than later," she said in an interview on Tuesday when asked if the EU will muster the political will for such a move.

    No drama, no fun.

    Zitat

Ribera sounded a note of caution over the suggestion by EU foreign policy chief Josep Borrell that the bloc should crack down on India reselling Russian oil into Europe as refined fuel, including diesel.

"Do we adopt measures against the exports of any country where we suspect that there may be this type of operations?" she said, warning that it could be difficult to implement and "sometimes not even fair."

Finnish nuclear plant throttles production as electricity price plunges

Electricity production must also be profitable for nuclear power plants, according to the facility's operator Teollisuuden Voima

The output of Finland's newest nuclear power facility, Olkiluoto 3, has been significantly cut back because electricity has become too cheap, according to the plant's owner, Teollisuuden Voima (TVO).

"Electricity production must also be profitable for nuclear power plants, and when the price is particularly low, there may be situations where output is limited,"...

    ...

Generally, the amount of electricity generated in Finland is regulated by increasing or decreasing the amount of hydroelectric power that is used. However, due to flood conditions in northern Finland, reducing hydroelectric-generated electricity is challenging at the moment.

    ...

    ...

Around 500 megawatt-hours of new wind-generated electricity went online in the country this year alone. Those kinds of developments mean that in future, electricity market prices could dip into negative numbers more often than they currently do.

    ...

The Olkiluoto 3 nuclear reactor in Eurajoki, southwest Finland, started regular electricity production in mid-April, about 14 years behind schedule.

    • The two main drivers of U.S. shale production, DUC withdrawals and the rig count, are in decline while 82% of wells drilled in 2022 were to replace legacy production.
    • With analysts already warning of an oil price spike later this year, a dramatic drop in U.S. shale production will add significant upside to any rally.

Record Reduction in Gas Rig Count

Energy companies made significant cuts to the number of rigs drilling for gas this week, marking the largest reduction in seven years. According to Baker Hughes Co, the gas rig count, which serves as an early indicator of future output, dropped by 16 to 141 during the week ending May 12, reaching its lowest level since April 2022. This decline in the gas rig count was the most substantial since February 2016.

    Zitat

Daily shale output is nearing an inflection point and may soon start a rapid decline, that will be impossible to reverse, absent a huge increase in the rate of drilling new wells that cannot be sustained in today’s market.
